National Center for Children in Poverty (NCCP) Expert Testifies Before House Ways and Means Subcommittee on Measuring Poverty in America The National Center for Children in Poverty's Deputy Director Nancy K. Cauthen, PhD, testified before the Subcommittee on Income Security and Family Support of the House Committee on Ways and Means on NCCP's report "Measuring Poverty in America." Dr. Cauthen's August 1 testimony addressed the high toll of child and family poverty on society, the best way to identify those who need assistance, and the types of assistance required. According to Dr. Cauthen, while the National Academy of Sciences recommendations and refinements for updating the official poverty measure offer the most promising approach, the thresholds are still too low to identify all those who need help. Dr. Cauthen also suggests that material hardship as well as income poverty must be considered to improve child and family well-being.
